Constructing the Institute of Peace, Pastoral Formation & Religious Studies to serve Northern Uganda's post-conflict communities
Rationale of the Project
Committed to maintaining and carrying on with the core goals and values of the Catechist training center founded in January 1966 following the 1965 Vatican II, Decree “Ad Gentes” on the Mission activity of the Church, USHG is embarking on an infrastructural project with the ultimate aim of upgrading its current Catechist formation unit into an Institute of Peace, Pastoral Formation and Religious Studies (IPPFRAS). This will make pastoral formation program one of USHG’s niche academic programs to serve both nationally and internationally.
The building construction for the IPPFARS will constitute to addressing the existing infrastructural challenges gaps at the university. Currently USHG is having limited space (class rooms, halls and residential facilities) which impacts negatively on its students’ enrollment and population.
The Challenge
Northern Uganda's Post-Conflict Reality
Northern Uganda, particularly the Acholi sub-region, was the epicenter of a violent conflict between the Lord's Resistance Army and the Government of Uganda for more than two decades. The primary and secondary social, political and economic impacts of the war continue to affect the region today.

Phase 1: Project Strategic Planning and Launch for Building 1
BOQs development, reviews and approval, Project inception and sensitization meeting to start up implementation, Planning and initiation of procurement processes for construction work, Soliciting and selecting competent construction company (1) for construction work, Preliminary site clearance, cordoning off the construction site and Construction Launch
Phase 2: Construction and Supervision
Construction of USHG infrastructural facilities, Technical supervision and monitoring of ongoing construction works
Phase 3: Installation of furniture and equipment, Program Development and Approval and Enrollment
Equipping the new infrastructures with books, furniture and electronics, Upgrading pastoral formation courses into higher certificates, diploma, bachelor and graduate courses, Enrollment of students for professional formation courses and ongoing training
Expected Outcomes
This investment will yield transformative returns across the entire university community, creating a ripple effect of positive change.
Infrastructural Development
The planned pastoral institute which is a Four –Block Building will house administrative unit, participants’ accommodation,
class rooms, conference halls and a Library
This will henceforth provide for increase in the enrollment rate for the religious and laities for pastoral formation courses
and religious studies, as learning spaces and facilities become available.
Development and Upgrading Pastoral Formation and Religious Courses.
The development and upgrading pastoral formation and religious studies and courses will give opportunities for over 1,307 catechists in Gulu Archdiocese to upgrade and attain higher certificates, diplomas, degrees or graduate degrees.
Innovation
Professionalizing pastoral formation especially catechist training is a new innovation in the Archdiocese of Gulu. This will attract many professionals to enroll for pastoral and religious study programes.
